On Tuesday, Jan. 8, 2008 at 9:34 p.m., an improvised explosive device (IED) was ignited on the bicycle path that runs parallel to the west side of I-205, near Southeast Strawberry Lane in Clackamas.
At the same time, a Clackamas County Sheriff's Patrol Deputy was traveling southbound on I-205 and witnessed the explosive flash -- which reportedly sent an explosive plume of light and smoke wafting across the southbound lane of I-205.
The deputy immediately investigated the bike path where the IED was suspected to have been ignited. The distinctive odor of the ignited device reportedly lingered in the night air. Fragments from the explosive device were recovered and retained as evidence.
No suspects were located in the immediate area of the detonated device. However, forensic analysis will be performed on evidence recovered at the scene. In addition, a copy of this criminal report is being forwarded to the Bureau of Alcohol, Tobacco and Firearms (ATF).
On Wednesday afternoon (Jan. 9), while being interviewed by a TV news crew, Clackamas County Sheriff's PIO Det. Jim Strovink came across a green plastic soda bottle that had obviously been shredded apart from some type of explosive substance.
Detective Strovink suggests that a "geographic profile" of the area indicates the subject responsible for this most recent detonation likely resides in the immediate area of the crime scene. It also appears this may be an isolated and popular site for additional detonations that may have occurred.
The discovered remains of this green plastic bottle have been photographed and retained as evidence.
This particular crime is classified as Unlawful Manufacturing of an Explosive Device, as defined in ORS 166.384; this crime is classified as a Class C Felony.
This event should serve as a stern warning to parents with young children or teenagers who may be experimenting with explosive materials. By participating in this type of illegal activity, they not only place themselves in extreme, life-threatening danger -- they also place others in peril.
The Clackamas County Sheriff's Office is seeking the public's help in identifying the suspect or suspects responsible for this crime. Anyone with information is urged to contact the Clackamas County Sheriff's Office Tip Line at (503) 723-4949.
