At 1:13 p.m. on Thursday, Aug. 21, 2008, Clackamas County Sheriff's Office Patrol deputies responded to a reported bank robbery at the Bank of America at 15005 SE Mcloughlin Blvd. in Milwaukie.
Deputies observed the suspect vehicle -- described as a brown, full-size 4x4 Dodge pick-up truck -- fleeing the scene of the crime.
Patrol units activated their emergency lights. The suspect vehicle failed to yield -- leading the pursuing deputies southbound along SE River Road and McLoughlin Boulevard onto I-205 northbound.
During the pursuit, the suspect was observed discarding U.S. currency out the window of his truck.
The Sheriff's Office closed I-205 to all northbound traffic. This forced the fleeing suspect to pull to the right shoulder of the northbound lanes of I-205 and abandon his truck in the area of SE Jannsen.
The suspect, now fleeing on foot, attempted to negotiate a chain-link fence that runs parallel to I-205. A pursuing Clackamas County Sheriff's Deputy and Gladstone Police Officer David Plummer deployed a taser and successfully subdued the suspect as he was climbing over the chain-link fence.
Neither the suspect nor any law-enforcement personnel were injured during the pursuit and apprehension. (Apprehension photos are linked above.)
This bank-robbery suspect is identified as Donnie Ray Mincher, 43, with a residential address in Molalla, Oregon. Mincher has been taken into custody, and is expected to be lodged in Clackamas County Jail on the charge of Robbery in the First Degree.
The Federal Bureau of Investigation is expected to investigate this robbery of a federally insured financial institution.
Anyone with information about this suspect and/or the ongoing criminal investigation is urged to contact the Clackamas County Sheriff's Office confidential Tip Line at 503-723-4949.
