CCITF makes drug arrests in mobile-home park

Starting in early July, the Clackamas County Inter-agency Task Force (CCITF) started receiving complaints from several neighbors about frequent foot and vehicle traffic around -- and frequent short visits at -- 2615 SE Courtney Av #7, an address in a mobile-home park designated for tenants ages 55 years and older.
The younger traffic drew the neighbors' attention -- and they suspected drug activity.
Neighbors provided key information about the times and nature of the traffic -- which led to a Clackamas County Sheriff's Office/CCITF deputy investigating the trailer.
The deputy quickly formed the opinion that there was drug activity occurring at the address when he learned Darrell Lee Lamb (DOB 03/30/62) was living in the trailer. The deputy has arrested Lamb in the past for possession of meth, and knew his criminal history -- which includes 36 arrests, many of them on drug charges. Lamb had been released from probation for a previous meth charge on July 23, 2010.
During their investigation, the deputy and other CCITF members observed the frequent traffic and were able to determine many of the visitors had criminal histories -- including drug arrests.
Based on the investigative efforts of CCITF and the helpful information from neighbors, a search warrant was authorized and executed on July 29, 2010 in the evening hours.
Methamphetamine was seized from the residence -- along with meth paraphernalia, packaging materials, cutting agent, and scales, as well as a stolen laptop computer.
The search warrant led to the following charges against the listed people:
1. Darrell Lee Lamb (DOB 03/30/62) (CCSO #10-23316) -- lodged for Unlawful Possession of a Controlled Substance-Meth and Unlawful Delivery of a Controlled Substance-Meth. Lamb had 36 previous arrests including many drug charges. He was released from probation for a PCS-meth charge on July 23, 2010.
2. Wayne Douglas Salmonson (DOB 05/16/59_ (CCSO #10-22317) -- lodged for Theft 1 (laptop), UPCS-Meth, UDCS-meth. Wayne had 45 previous arrests for a variety of crimes -- including assaults, thefts, and drug charges (including previous Manufacture and Deliver meth charges). (He was not booked for the DCS, but the Sheriff's Office is charging it.)
3. Cited and released was Marlin James Bozarth (DOB 12/29/71) -- cited for Frequenting a Place where Controlled Substances are Used and/or Sold. He has a previous arrest for Possession of a Controlled Substance -- Meth.
4. Cited and released was Jazzmin Le Lamb (DOB 07/23/88) -- cited for frequenting a place where controlled substances are used and/or sold. He has two previous arrests.
Lamb reportedly stayed in the trailer after his sister passed away, and Salmonson moved in with him.
The Sheriff's Office is appreciative of the numerous citizen complaints that proved very helpful in this case.
CCITF members from the Sheriff's Office, Gladstone PD, West Linn PD, and Oregon State Police executed the warrant. A Sheriff's Office drug-detecting K9 assisted with the search.
