Clackamas County Sheriff's Office Corrections Deputy followed in circles by intoxicated male

On Friday evening, March 28, at 8:30 p.m., an off-duty female Clackamas County Sheriff's Corrections Deputy discovered she was being followed in her automobile -- for a considerable time and in circles -- by a lone male adult in operation of a maroon Suburban in the area of SE 82nd and Causey Avenue.

Concerned, the Corrections Deputy used her cell phone and reported this to the Clackamas County Communications Center (C-COM).

This Corrections Deputy reported she was trying to make her way home, but was being followed by what appeared to be a male subject in his 50s with a white beard. She said the male subject was following her in circles, and actually pulled alongside her vehicle at one point during the ordeal and stared at her. The man reportedly followed her for an estimated 15-minute period of time.

This off-duty Corrections Deputy was armed at the time.

At 8:33 p.m., two Clackamas County Sheriff's Patrol Deputies arrived in the area of the Winco parking lot on SE 82nd. A Clackamas County Patrol Deputy witnessed the suspect Suburban vehicle pull-up directly behind the off-duty Corrections Deputy, as the suspect continued to follow her in the parking lot.

Apparently recognizing that Clackamas County Sheriff's Patrol vehicles had arrived on the scene, the suspect vehicle began to depart the area at a high rate of speed, northbound, through an alleyway alongside Winco (11250 SE 82nd, Happy Valley).

This Suburban's driver failed to comply with emergency lights, and engaged deputies in a brief pursuit. The driver, attempting to elude deputies, lost control on nearby SE Boyer Drive and crashed the Suburban sideways into a tree. (A photo is linked above.)

The operator of this vehicle continued to be non-compliant -- and for an estimated 5 minutes, he did not exit his crashed vehicle as directed. At times, this suspect was observed "reaching under his seat" and would not respond to the deputy commands.

When this subject finally did comply and exit his vehicle, he reportedly attempted to reach back inside his vehicle -- against commands -- and was subjected to less-than-lethal force and bean-bagged.

The suspect still failed to comply -- and so the on -scene K-9, Nero (photo linked above) was deployed and applied an arresting bite to the suspect's left leg. That K-9 action finally enabled Deputies to safely complete the arrest.

The suspect is identified as John K. Bailey (born October 1944); he provides a residential address on SE 92nd in Portland. Mr. Bailey was taken into custody and transported to Oregon Health & Science University Hospital in Portland. Bailey was to be treated for injuries received during this incident -- and remained as a patient in this facility earlier this morning [Saturday, March 29].


The off-duty Corrections Deputy did not know Bailey's intentions  -- but said she was grateful for the swift action of Patrol Deputies who were able to apprehend him as he attempted to flee.

Bailey was discovered to have an outstanding Driving Under the Influence felony warrant, issued in Multnomah County.

In addition, he is now charged in Clackamas County for Attempting to Elude, Driving Under the Influence of Intoxicants (Felony) and Driving while Revoked (Misdemeanor). (A 1999 photo is linked above.)

Bailey has an established criminal history and multiple prior arrests for driving under the influence of intoxicants.
